This ships problems:
-no clear role , dunno what this ship wanted to be ,it is clearly shield+ energy gun user but what should its advantages be? I cant name any

-so slow it is slower than the zealot, it cant be used to keep range against other cruisers not even talk about other pirate cruisers
-poor pg , oh you fit up mwd +3 turrets + LSE + then only 1 pg hungry module you can choose (med neut/med cap booster/another lse) the problem is it should be able to fitt all 3 at the same time imho , only being able to fit one will make it lacks in tank,cap or anti frig ability which isnt acceptable with a pirate cruiser
-sensor res way too low, 275 vs 423 cynabal , this should be increased so it can actually point something similar sized
-agility this must be a joke without mwd on it needs 6.4s ,cynabal 3.6s
-cap it is way to cap dependant and it has too small carbo bay for boosters
-dps so if this ship wanted to be a dps(no clr role) ship then it has way too low dps
-slot layout 3 lows are too few for any cruisers , usual fits use 1dc then it can have only 2 damage mods? why?
-drone bay 15m3? no way that is usefull for anything at least in cruiser class, 3 small drones arent good enough against frigs , it is more a nuisance than an actuall advantage

solutions:
lets assume this ship was intended for kiteing at 20km doing dps
- more speed like 200m/s,also could be a little more agile
- higher scan resolution 350 would do
- -1 high slot +1 med +1 low slot , at least +1 low slot
- more pg like +150
- 25m3 drone bay
- larger cargo bay for cap charges
